В Молдове запущен проект «Создание прозрачной и долгосрочной системы госзакупок путем постоянного мониторинга»

В рамках конференции, посвященной запуску проекта, директор Tranparency International Moldova Лилия Каращук сообщила, что проект будет реализован в течение 3-х лет. В рамках проекта Институт развития и социальных инициатив Viitorul в течение 7 мес. проведет анализ действующей системы госзакупок в Молдове, по завершению которого представит отчет и рекомендации по улучшению. Как сообщила эксперт IDIS Viitoru Каролина Унгуряну, в рамках проекта будет организована ознакомительная поездка в Румынию, а также проведены семинары в 9-ти районах Молдовы (3 района на севере страны, 3 - на юге, 2 - в центре и 1 - в Гагаузии). Кроме того, Лилия Каращук сообщила, что в рамках проекта Создание прозрачной и долгосрочной системы закупок путем постоянного мониторинга независимый аналитический центр Expert-Grup займется мониторингом ситуации в области госзакупок при строительстве дорог и продаже земельных участков, а общественная организация Habitat займется мониторингом в области госзакупок при строительстве сетей питьевой воды. Эксперт IDIS Viitorul Диана Ранга подчеркнула, что доля госзакупок в ВВП Молдовы в 2014 г. составила 10,3%, поэтому контроль и полная прозрачность в данной области очень важна. Исполнительный директор IDIS Viitorul Любомир Кирияк подчеркнул, что для повышения эффективности и прозрачности необходимо гармонизировать национальное законодательство с европейскими стандартами, реформировать институциональную систему, а также создать новую систему госзакупок.
