Cinci trezorerii regionale în loc de 38 teritoriale

Este propus spre consultare noul Regulament privind organizarea și funcționarea Ministerului Finanțelor. Documentul a fost elaborat în vederea executării prevederilor noii Legi a Guvernului. Potrivit proiectului, cele 38 de trezorerii teritoriale vor fi reorganizate în 5 trezorerii regionale, în acest fel fiind asigurată consolidarea sistemului trezorerial, prin dezvoltarea capacităților trezoreriilor actuale. Astfel, vom avea Trezoreria Regională Chişinău, Trezoreria Regională Nord, Trezoreria Regională Sud, Trezoreria Regională Centru - toate cu statut de direcție generală a Ministerului Finanțelor, dar și Trezoreria Regională Comrat, cu statut de direcție. Nu se prevăd cheltuieli financiare suplimentare din bugetul de stat ce țin de optimizarea sistemului trezorerial al Ministerului Finanțelor, toate modificările structurale fiind efectuare în limita alocațiilor bugetare aprobate. Modificări vor interveni și la nivelul personalului Ministerului. Se propune optimizarea efectivului-limită al Ministerului Finanțelor în număr de 475 de unități, față de 540 unități actuale. În același timp, în cadrul Ministerului Finanțelor va activa un secretar general de stat, patru secretari de stat și un colegiu. Ministerul Finanțelor își va lărgi aria de activitate, preluând de la Ministerul Sănătții, Muncii și Protecției Sociale competențele ce țin de elaborarea și promovarea politicii în domeniul salarizării în sectorul bugetar. Prin aceasta se urmărește promovarea unei politici salariale consecvente, ținându-se cont de posibilitățile financiare reale din sectorul bugetar. Pentru realizarea competențelor menționate se va recurge la redistribuirea cheltuielilor de personal între autoritățile implicate. În conformitate cu Regulamentul propus, Ministerul Finanțelor va avea următoarele domenii de competență: • Bugetar • Impozite și taxe • Vamal • Sectorul financiar și non-bancar • Datoria sectorului public, garanții de stat și recreditare de stat • Asistență financiară externă • Contabilitate și raportare financiară în sistemul bugetar • Contabilitate și audit în sectorul corporativ • Controlul financiar public intern, audit intern și management financiar și control • Cheltuieli capitale publice • Activele și patrimoniul statului • Inspectarea financiară • Salarizarea în sectorul bugetar.
