Plasticul reciclat – materie primă pentru construcția drumurilor

Prohibiția de import în Republica Moldova a plasticului reciclat  utilizat ca adaos în mixtură asfaltică pentru reducerea cantității de bitum poate fi exclusă. Proiectul de lege cu privire la modificarea unor acte normative este înregistrat în Parlament.
 
Potrivit autorilor,  această tehnologie este aplicată în peste 50 de țări și a demonstrat că drumurile reparate cu utilizarea materialului din plastic reciclat sunt mai calitative și mai durabile, fiind vorba despre un asfalt de calitate superioară, mai ieftin, deoarece sunt utilizate deșeuri din plastic, iar însuși învelișul este de 10 ori mai durabil decât asfaltul obișnuit.  

 

Astfel, Nomenclatura Combinată a Mărfurilor va fi suplinită cu poziția tarifară 3901 10 9090 – material reciclat folosit ca adaos în mixtură asfaltică pentru reducerea cantității de bitum (plastic reciclat), fiind propusă și taxa vamală la import de 5%. Totodată, urmează a fi completată cu aceeași poziție Anexa nr. 7 (Materia primă secundară pasibilă importului) la Legea nr.209/2016 privind deșeurile.

 

Implementarea proiectului va elimina riscul aplicării subiective a prevederilor legislației, iar condițiile de import și taxa vamală pentru această categorie de mărfuri vor fi clare și uniforme.
