Все объекты инфраструктуры Молдовы подлежат госрегистрации в Реестре объектов инженерно-технической инфраструктуры

Это предусматривают опубликованные в Monitorul Oficial поправки в действующее законодательство, которые вступят в силу с 1 января 2016 г. Парламент утвердил их 30 июля с.г. Согласно документу, в частности, в Реестре объектов инженерно-технической инфраструктуры подлежат государственной регистрации: автомобильные дороги; объекты трубопроводного транспорта; строения, сооружения и оборудование, расположенные на территории аэродрома (аэропорта); системы питьевого водоснабжения; строения, сооружения и оборудование, расположенные на территории и в акватории морского порта; объекты для хранения нефтепродуктов и торговли ими; публичные системы коммунального хозяйства; железные дороги; сети электронных коммуникаций; сети природного газа и электросети. В то же время, правительство обязано в 6-ти мес. срок со дня опубликования документа представить парламенту проект закона о Реестре объектов инженерно-технической инфраструктуры и привести свои нормативные акты в соответствие с ним. Как сообщало ранее агентство InfoMarket, планируется, что для разработки автоматизированной информационной системы «Реестр объектов инженерно-технической инфраструктуры» потребуется 5 млн леев. Создание реестра позволит: обеспечить единую методическую основу регистрации объектов инженерно-технической инфраструктуры и прав на них; создать единую систему обеспечения прав правообладателей на объекты инженерно-технической инфраструктуры; создать специализированные кадастры объектов инженерно-технической инфраструктуры, согласно единым стандартам. До настоящего времени в Молдове отсутствовала нормативная база в области регистрации объектов инженерно-технической инфраструктуры; действовали некоторые системы ведомственного учета объектов инженерно-технической инфраструктуры, деятельность учреждений, уполномоченных проводить учет объектов инженерно-технической инфраструктуры, была слабо скоординирована. В период массовой приватизации земли не было учтено наличие на земельных участках объектов инженерно-технической инфраструктуры. Собственники земель не были информированы об законодательных ограничениях в охранной зоне этих объектов, из-за чего возникают конфликты между собственниками земельных участков и собственниками объектов инженерно-технической инфраструктуры. Отсутствие информационной системы и возможности обмена информацией между экономическими агентами, занимающимися раскопками, и сетевыми операторами, наносит вред подземным коммуникациям.
