Activitatea zonelor de agrement va fi monitorizată de fisc

Serviciul Fiscal de Stat a demarat acțiuni de monitorizare și control a zonelor de agrement de pe întreg teritoriul țării. Scopul acțiunilor de specialitate este asigurarea unei administrări eficiente a contribuabililor, stabilirii și preântâmpinării cazurilor de încălcare a prevederilor legislației în vigoare și conformarea agenților economici care prestează diverse servicii de agrement. Astfel, în temeiul informației disponibile, SFS a identificat riscurile de neconformare prezente în activitatea agenților economici, prestatori ai serviciilor de agrement, cum ar fi: zone de recreere, centrele de distracții, aqua-park-uri și altele. În acest context, inspectorii fiscali au analizat indicatorii declarați de 73 de agenți economici din domeniul respectiv. Drept rezultat, au fost identificate următoarele riscuri asociate agenților economici prestatori de servicii de agrement:
  • nedeclararea tuturor veniturilor obținute;
  • declararea pierderilor sau o pondere scăzută a nivelului profitabilității (din 36 agenți economici plătitori TVA – 24 înregistrează pierderi) ;
  • nerespectarea regulilor de efectuare a decontărilor bănești în numerar (neutilizarea mașinii de casă și control);
  • riscul achitării salariului în plic. Conform analizelor efectuate, se constată calcularea salariilor medii a angajaților considerabil mai mici comparativ cu salariul mediu pe economia națională (la 42 AE salariu mediu lunar pentru un angajat este de până la 2100 lei);
  • prezența fenomenului „munca la negru”. Conform informaţiilor disponibile, și anume a dărilor de seamă prezentate la organul fiscal, la unii agenți economici figurează 1 – 5 angajați, deși spectrul de servicii prestate este foarte variat;
  • achitări nesemnificative la BPN în comparație cu cifra de afaceri înregistrată (ponderea achitărilor la un leu vânzări constituie de la 0,02 lei până la 0,69 lei).
Pe parcursul lunilor iunie-august curent, în vederea diminuării riscurilor de încălcare a prevederilor legislației, activitatea agenților economici prestatori ai serviciilor de agrement, va fi monitorizată prin prisma controalelor fiscale inopinate și instituirea posturilor fiscale. În acest context, SFS adresează o recomandare pentru agenții economici care prestează servicii în locurile de agrement să se conformeze și să-și presteze serviciile legal. Verificările vor avea loc pe întreg teritoriul țării, în locuri de agrement, dar și în parcurile publice, unde, drept rezultat al ultimelor controale fiscale, se constată un nivel ridicat al fenomenului practicării activității de antreprenor în mod ilicit.
