Atelierul de lucru al Organizaţiei Intra-Europene a Administraţiilor Fiscale (IOTA) privind metodele de identificare a contribuabililor implicaţi în activităţi transfrontaliere, 16 – 18.05.2012, Budapesta, Ungaria

Abordarea obiectivelor atelierului de lucru ţin de oportunitatea prezentării şi discutării de către delegaţiile participante la eveniment a cazurilor specifice de riscuri, existente în legătură cu activităţile transfrontaliere: aspectele practice de identificare a acestor riscuri, căile şi metodele de combatere a schemelor de evaziune fiscală. Subiectul, ce ţine de metodele de identificare a contribuabililor implicaţi în activităţi transfrontaliere, continuă să atragă interesul semnificativ al membrilor IOTA, în special urmare mai multor evenimente care au avut loc cu tematica restructurarea activităţii transfrontaliere. Din aceste considerente, în acest an IOTA a intenţionat să se concentreze asupra contribuabilului. Actualitatea subiectului invocat ţine de numărul tot mai mare de contribuabili care călătoresc în afara hotarelor, pentru a se angaja în cîmpul de muncă şi, astfel, este foarte important de a asigura ca cetăţeanul sau agentul economic să fie corect înregistrat ca contribuabil în ţara corespunzătoare. Astfel, discuţiile atelierului au fost axate pe aspecte ce ţin de prelucrarea efectivă şi eficientă a tranzacţiilor transfrontaliere de către administraţiile fiscale naţionale, de prevenirea şi lupta împotriva fraudei fiscale şi de protecţia veniturilor fiscale. Aceasta implică schimbul unei cantităţi mari de informaţii între administraţiile fiscale, dar şi schimbul de experienţă şi de comparare a diferitor metode între acestea, ceea ce face ca administraţiile fiscale să funcţioneze mai eficient, reducînd în acelaşi timp costurile administrative, economice şi consumul de timp pentru contribuabilii implicaţi în activităţi transfrontaliere.
