Правилами внутреннего распорядка НКО не могут быть установлены ограничения индивидуальных или коллективных прав работников. НКО свободна в соответствии с законом в определении своей внутренней структуры, целей и видов деятельности. Нормы, касающиеся управления НКО, ведения ее дел и ее представления, устанавливаются законом и уставом организации.
