Европейская счетная палата: Предоставленная Молдове поддержка ЕС незначительно содействовала прогрессу

Согласно новому докладу ЕСП, предоставленная правительству Молдовы финансовая поддержка со стороны ЕС имела ограниченное воздействие, и страна по-прежнему является самой бедной в Европе. По данным доклада, с 2007 года Молдове была предоставлена финансовая помощь в размере 782 млн. евро, что составляет почти 37 евро на каждого жителя страны в год. Это самая большая сумма финансовой поддержки, предоставленная странам Восточного партнерства ЕС. Европейские аудиторы проверили программы бюджетной поддержки в сфере юстиции, финансов, здравоохранения и водоснабжения и выяснили, что лишь незначительные элементы говорят о каком-либо прогрессе. Некоторые недоработки, зарегистрированные европейскими аудиторами, были вызваны отсутствием политической воли властей Молдовы, другие же были обусловлены неэффективностью концепций и внедрения программ и проектов. В докладе говорится, что главные проблемы, с которыми сталкивается Молдова, – это широко распространенная коррупция и слабое публичное управление. «Сочетание политической и макроэкономической нестабильности, недостатки управления и низкий потенциал госуправления значительно ограничивают пространство для маневров, которыми располагает Еврокомиссия для внедрения реформ. ЕС сталкивается со значительными трудностями при осуществлении помощи Молдове», - отметил представитель Европейского счетной палаты Ганс Густав Вессберг. Аудиторы ЕСП установили, что Еврокомиссия могла бы более оперативно реагировать в случаях, когда выявлялись риски, связанные с финансовой поддержкой; программы не согласованы с национальными стратегиями Молдовы и потенциальные выгоды от них были снижены, так как комиссия не использовала свои полномочия по изучению предпосылок для оплаты. Кроме того, еврокомиссия могла бы более строго оценивать соблюдение условий проектов, а представление дополнительных средств в качестве стимулов не было полностью оправданным. В комплексе, многие проекты хоть и имели ожидаемые результаты, под влиянием политических и других факторов, они не были устойчивыми. ЕСП вынесла ряд рекомендаций Еврокомиссии на случай увеличения финансовой помощи Молдове. Так, для снижения рисков рекомендуется применять более строгую систему раннего предупреждения; более точно привязывать программы поддержки бюджета к национальным стратегиям; усилить использование различных показателей и данных; обеспечить четкую связь между финансовой поддержкой и результатами ее использования; а также устойчивость проектов и пр.
