Transparency International – Moldova (TI-Moldova) a efectuat în cadrul proiectului de monitorizare a implementării Strategiei Naţionale de prevenire şi combatere a corupţiei, finanţat de Fundaţia SOROS Moldova şi Partnership for Transparency Fund, un sondaj expres al beneficiarilor serviciilor Inspectoratului Fiscal de Stat (IFS) în scopul evaluării opiniilor acestora privind calitatea serviciilor prestate, profesionalismul şi integritatea angajaţilor instituţiei. Sondajul a fost realizat în perioada 21-23 martie 2011 la ieşirea din inspectoratele fiscale Buiucani, Centru, Botanica, Rîşcani, Ciocana din Chişinău, în total fiind chestionate 102 persoane. Dat fiind numărul redus de interviuri şi acoperirea doar a inspectoratelor fiscale din Chişinău, sondajul nu este unul reprezentativ şi nu permite de a face concluzii pentru întreg IFS. Mai curînd, rezultatele acestui sondaj reflectă opinia persoanelor care s-au adresat la inspectoratele fiscale din Chişinău pe parcursul acestor trei zile. Chestionarul sondajului include atît întrebări de tip închis care propun respondenţilor să aleagă opţiuni de răspuns, cît şi întrebări de tip deschis care le oferă posibilitatea să-şi expună obiecţiile şi propunerile vis-a-vis de activitatea instituţiei (vezi chestionarul anexat).

Чтобы организовать такое администрирование, необходимо обладать информацией. Первое свойство денег, поступающих в бюджет, — это та информация, которую получают налоговые органы для принятия решений в области налогообложения и организации процесса налогового администрирования, считает он. Отсюда следует, что для эффективного налогового администрирования необходима качественная, своевременная, правильно структурированная информация.
