Accesul SFS la conturile financiare deținute în străinătate de rezidenții Republicii Moldova

Comisia parlamentară de politică externă și integrare europeană a aprobat avizul consultativ privind aprobarea semnării Acordului Multilateral al autorităților competente pentru schimbul automat de informații privind conturile financiare.

 

Documentul are drept scop îmbunătățirea conformării fiscale internaționale prin acordarea asistenței reciproce în domeniul fiscal între statele semnatare și prevede clauze menite să stabilească modalitățile de schimb pentru asigurarea unui flux adecvat de informații. Schimbul va cuprinde datele pentru identificarea persoanei (nume, adresă, cod fiscal), informații referitoare la numărul contului, numele și numărul de identificare al instituției financiare raportoare, soldul sau valoarea contului rezidentului, dividendelor sau a altor venituri.

 

„Acordul va permite Republicii Moldova să efectueze schimbul de informații cu jurisdicțiile semnatare în scopul identificării persoanelor fizice sau entităților care se eschivează de la declararea veniturilor și plata impozitelor prin transferul banilor în conturile din străinătate, acesta fiind un pas important în transparentizarea veniturilor. Datorită acestor schimburi de informații financiare, Serviciul Fiscal de Stat va avea o imagine de ansamblu asupra soldurilor sau valorii conturilor deținute în străinătate de rezidenții Republicii Moldova”, se menționează în nota informativă a proiectului.
Acordul a fost semnat la Berlin, la 29 octombrie 2014 și este valabil pentru 108 jurisdicții semnatare.

 

Potrivit prevederilor legale, în cazul tratatelor internaționale, adoptarea deciziei cu privire la inițierea negocierilor este precedată de consultarea Comisiei politică externă și integrare europeană a Parlamentului.
