Achizițiile publice în domeniul medical ar putea fi făcute direct de către Ministerul Sănătății

Medicamentele, precum și alte produse de uz medical ar putea fi achiziționate direct de către Ministerul Sănătății sau de către o altă autoritate desemnată de Guvern, prin intermediul platformelor de procurări specializate pentru aciziționarea medicamentelor, gestionate de organizațiile internaționale precum UNICEF sau ONU. Un proiect în acest sens a fost inițiat cu scopul asigurării din partea statului a unei protecții sporite și eficiente a sănătății publice. De asemenea, proiectul va crea posibilitatea aprovizionării Republicii Moldova cu un spectru larg de medicamente la prețuri de producător avantajoase. Necesitatea elaborării proiectului de legi vine după ce la 3 iulie 2015, Parlamentul Republicii Moldova a adoptat un act legislativ în domeniul achizițiilor publice, prevederile cărora nu mai ofereau competențe statului de a efectua achiziții de medicamente prin intermediul platformelor gestionate de organisemele internaționale. Este de menționat că în anul 2008, Guvernul RM, prin intermediul Ministerului Sănătății, a semnat un memorandum de colaborare cu UNICEF în baza căruia, mai mulți ani la rând au fost procurate vaccinuri la prețuri de producător avantajoase, ceea ce, pe lângă asigurarea unei protecții corespunzătoare a sănătății cetățenilor țării, a generat și economii substanțiale la bugetul de stat. Această practică a fost stopată odată cu intrarea în vigoare, la 1 mai 2016, a proiectului de lege din domeniul achizițiilor publice, votat în Parlament la 3 iulie 2015. Conform proiectului, experiența din 2008 ar putea fi extinsă pe viitor prin semnarea de către autorități a unor tratate sau acorduri cu organismele internaționale din domeniul ocrotirii sănătății. Platformele de procurări specializate pentru aciziționarea medicamentelor sunt create de către organsimele internaționale pentru statele cu nivel mic sau mediu de dezvoltare.
