Activități de îmbunătățiri funciare, finanțate din bugetul de stat

În Monitorul Oficial din 10 august a fost publicat Regulamentul privind condițiile și procedurile de realizare a activităților de îmbunătățiri funciare, protecție, conservare și sporire a fertilității solurilor. Prevederile documentului se vor aplica tuturor activităților de îmbunătățiri funciare, cu suportul financiar din bugetul de stat. Potrivit Regulamentului, beneficiar al lucrărilor poate fi orice persoană fizică sau juridică care deține teren în proprietate, posesie sau folosință. Contribuția beneficiarului în devizul de cheltuieli la efectuarea lucrărilor de îmbunătățiri finanțate de la bugetul de stat nu trebuie să fie mai mică decât costul documentației de proiect. Perimetrul de ameliorare va fi constatat, delimitat și selectat în baza investigațiilor pe teren de specialiști ai administrației publice locale, care, după caz, pot solicita asistență și consultanță din partea experților din domeniu sau a instituțiilor de cercetări de profil. Acoperirea costurilor de deplasare a experților se va face de către beneficiar. Executarea lucrărilor de îmbunătățire se va realiza în baza unei cereri sau sesizări, făcută de către direcțiile raionale sau municipale de agricultură și alimentație, serviciile de relații funciare, instituțiile în domeniul silviculturii și mediului, proprietarul terenului degradat sau de către alte persoane fizice și juridice interesate. Cererea se va depune la sediul administrației publice locale. Selectarea operatorilor economici care vor efectua lucrări de îmbunătățiri funciare, protecție, conservare și sporire a fertilității solurilor se va realiza prin intermediului procedurilor de achiziții conform prevederilor Legii privind achizițiile publice. Conform documentului, lucrările de îmbunătățiri funciare se vor efectua pentru a proteja solul împotriva acțiunii mecanice a apei și a vântului, a preveni sau a elimina excesul de apă din sol și de la suprafața acestuia, a restabili solurile etc.
