AIPA - instituție publică la autogestiune

Agenția de Intervenții și Plăți pentru Agricultură (AIPA) va fi reorganizată în baza Legii cu privire la principiile de bază ale activității de subvenționare în agricultură și mediul rural, adoptată de către Parlament la 16 decembrie 2016 și publicată recent în Monitorul Oficial (03.03.17). AIPA va avea statut de instituție publică la autogestiune, cu buget propriu și conturi bancare. În prezent AIPA are statut de autoritate administrativă. Potrivit unui proiect de decizie a Guvernului, propus pentru dezbateri, AIPA va avea un Consiliu de Supraveghere, format din șapte membri: doi din partea Ministerului Agriculturii și Industriei Alimentare, doi din partea asociațiilor producătorilor agricoli și câte unul din partea AIPA, Ministerului Finanțelor și Cancelariei de Stat. Consiliul va institui un mecanism de monitorizare de către societatea civilă a atingerii obiectivelor măsurilor de subvenționare, inclusiv a rezonabilității costurilor. De asemenea, va organiza concursul pentru ocuparea funcțiilor de director și doi vicedirectori ai AIPA.
