ANACEC - Национальное агентство по обеспечению качества в области образования и исследований

В Молдове будет реформирована национальная система исследований и инноваций, что позволит увеличить сумму фондов для научных проектов. В частности, если в госбюджете на этот год для финансирования научно-исследовательских проектов было заложено 157 млн леев, то уже в следующем году эта сумма вырастет до 340 млн леев. Об этом сообщил директор Центра внедрения реформ Юрий Чокан, представляя на заседании правительства проект закона о внесении изменений и дополнений в Кодекс о науке и инновациях и Кодекс об образовании. Одобренный правительством документ нацелен на повышение качества образовательного процесса, а также на проведение исследовательской и инновационной деятельности путем применения принципа конкуренции при распределении средств фондов. Согласно законопроекту, в секторе образования будет создано Национальное агентство по обеспечению качества в области образования и исследований (ANACEC), которое возьмет на себя полномочия Национального агентства по обеспечению качества в профессиональном образовании, Национальной школьной инспекции и Национального совета по аккредитации и аттестации. Агентство также оценит способы внедрения национального куррикулума и способы проведения экзаменов и оценки в системе общего образования. Документ также предусматривает корректировку институциональных рамок управления исследовательской и инновационной областями: полномочия будут сосредоточены на уровне правительства, которое будет утверждать политику, отражающую приоритеты в этом секторе. Она будет разрабатываться научным сообществом в рамках высшего форума,представ- ленного Академией наук Молдовы, которая будет выступать в качестве стратегического консультанта правительства в области исследований и инноваций. Другим важным аспектом является улучшение приоритетного финансирования в областях исследований и инноваций. С этой целью будет создано Национальное агентство по исследованиям и развитию. Структура будет отвечать за оценку предложений по выдвинутым исследователями проектам в рамках конкурса, независимо от их институциональной принадлежности. Доступ к средствам, управляемым агентством, будет облегчен за счет исключения механизма аккредитации организаций в области исследований и инноваций и его замены на научную оценку и инструмент подтверждения ANACEC. Финансовые средства, необходимые для реализации проекта, оцениваются в 2,2 млн леев. В то же время реорганизация указанных единиц обеспечит оптимизацию годовых бюджетных расходов на управление этой областью примерно на 9,1 млн леев.
