ANSA va efectua controlul la posturile de inspecție la frontieră

Întroducerea mărfurilor supuse controlului ANSA este permisă prin posturile de inspecţie la frontieră situate în punctele de trecere a frontierei de stat Leuşeni – Albiţa (inclusiv calea ferată, Unghen), Giurgiuleşti 9 inclusiv Galaţi/Port/Reni, Cahul și calea ferată, Etulia), Criva – Mamaliga (inclusiv calea ferată, Vălcineț), Tudora – Starokazacie, Chişinău ( inclusiv aeroport, calea ferată și Poşta), Pervomaisk – Cuciurgan (inclusiv calea ferată) și Goienii Noi – Platonovo. Regulamentul privind modul de trecere a frontierei de stat a mărfurilor supuse controlului de către Agenția Națională pentru Siguranța Alimentelor, aprobat prin Hotărârea Guvernului nr.938 din 17 octombrie 2018, a fost publicat în MO din 19 octombrie curent. Documentul este elaborat în scopul asigurării procesului de implementare eficientă a principiului ghișeului unic, sporirii eficienței controlului ANSA bazat pe analiza de risc, reglementării și uniformizării operațiunilor cu privire la valorificarea riscurilor potențiale și determinate în frontieră, în special în ceea ce privește procedura de aplicare a controalelor de stat. Optimizarea modului de trecere a frontierei de stat de către mijloacele de transport cu mărfuri şi pasageri de asemenea se regăsește în listă. Mărfurile supuse controlului în condițiile Regulamentului sunt cele care se trec peste frontiera de stat și care sunt supuse controlului sanitar-veterinar, fitosanitar, controlului pentru siguranța alimentelor și controlului produselor de uz fitosanitar și fertilizanți. Nomenclatorul mărfurilor supuse controlului sanitar-veterinar conține lista de animale și produse care trebuie supuse controalelor veterinare la punctele de inspecție la frontieră, conform Nomenclaturii combinate a mărfurilor, aprobate prin Legea nr. 172. Anexa nr.2 la Regulament include lista produselor și alimentelor compuse, care nu se vor supune controlului ANSA ( produse de cofetărie, dulciuri, paste făinoase, patiserie etc., care conțin produse de origine animalieră sub standardele stabilite). Totodată, materialul săditor (bulbii de plante, puieții, butașii etc.) va fi supus controlului, la fel și cerealierele, fructele exotice, semințele și nucile, dar și plantele folosite în parfumerie. Nomenclatorul mărfurilor supuse controlului pentru siguranța alimentelor este aplicat mărfurilor care sunt destinate consumului uman și prevede obligaţiile operatorilor economici în desfășurarea operaţiunilor de introducere, scoatere și tranzit de produse alimentare de origine nonanimală și produse care sunt utilizate ca ingrediente pentru prepararea produselor alimentare destinate consumului uman, fiind supuse controlului oficial pentru siguranţa alimentelor. Produsele de uz fitosanitar și fertilizanții care vor fi supuși controlului sunt incluse în cea de a patra anexă care conține produse precum îngrășeminte minerale și chimice, cele de origine animală și vegetală, erbicide, pesticide etc. Documentul stabilește cerințele pentru introducerea produselor în țară, lista actelor ce oferă acest drept și prevede obiectivul – controlul și eradicarea bolilor animalelor, în unele cazuri transmisibile omului, a dăunătorilor plantelor sau produselor vegetale, asigurarea protecției mediului împotriva riscurilor care îl pot prezenta produsele genetic modificate sau cele de protecție a plantelor.
