ANTA va efectua controlul transportatorilor străini pe teritoriul Moldovei

Completarea Codului rutier cu un nou articol ce va reglementa activitatea organului de control în domeniul respectării regulilor în domeniul rutier de către transportatorii străini pe teritoriul ţării noastre a fost examinată în prima lectură de parlamentul RM. Astfel, proiectul prevede că controlul respectării reglementărilor naţionale şi internaţionale pe teritoriul Republicii Moldova va fi realizat de Agenția Națională Transport Auto. Controlul respectării reglementărilor naţionale şi internaţionale în domeniul transporturilor rutiere de mărfuri și colete de către operatorii de transport rutier străini, la punctele de trecere a frontiere de stat, va fi efectua de Serviciul Vamal. La rândul său, Poliția de Frontieră va efectua controlul respectării reglementărilor în domeniul transporturilor rutiere de persoane de către operatorii de transport rutier străini a taxei pentru folosirea drumurilor ( vinieta) la punctele de trecere a frontierei de stat. De asemenea, Codul rutier va fi completat cu un articol ce stipulează actele în baza cărora operatorii străini pot traversa teritoriul țării noastre. Astfel, se va permite intrarea/ieșirea operatorilor de transport rutier străini pe teritoriul Republicii Moldova, ca țară de tranzit sau destinație, numai în baza autorizațiilor unitare bilaterale sau multilaterale de transport rutier de mărfuri sau persoane, dacă tratatele internaționale la care Republica Moldova este parte prevăd obligativitatea acestora, verificarea cărora se efectuează de către Serviciul Vamal și Poliția de Frontieră. În același timp, intrarea sau ieșirea pe teritoriul Republicii Moldova, ca țară de tranzit sau destinație, a operatorilor de transport rutier străini, înregistrați în statele cu care Republica Moldova nu are încheiate acorduri bilaterale sau multilaterale, se va efectua în baza autorizațiilor de transport rutier de mărfuri sau persoane cu plata taxelor rutiere, eliberate în punctele de trecere a frontierei. Examinarea proiectului va continua în lectura a doua.
