Архив вызовов на номер службы 112 будет храниться 10 лет

Правительство одобрило Положение о порядке ведения Государственного реестра Автоматизированной информационной системы Национальной единой службы экстренных вызовов «112». Создание такого реестра предусмотрено Технической концепцией АИС Единой национальной службы экстренных вызовов «112». Государственный регистр cлужбы охватывает систематизированные данные обо всех срочных вызовах и сообщениях, поступивших на номер 112 посредством телефонного звонка или от других устройств электронных коммуникаций, описание чрезвычайных ситуаций, данных о месте нахождения терминала звонившего абонента либо сработавшего прибора, о времени и результатах реагирования на вызов и вмешательстве экстренных служб, данные о потерпевших и о лице, на имя которого зарегистрирован номер телефона, с которого был осуществлен звонок в Службу 112, данные о лицах с ограниченными возможностями, зарегистрированных в Службе 112 и пр. Положение о порядке ведения этого Госреестра описывает ответственность его владельца (Минэкономики и инфрастурктуры), держателя (Единая национальная служба экстренных вызовов 112), регистраторов (операторы службы 112 и диспетчерские службы экстренного реагирования), а также поставщиков информации об экстренных вызовах (министерства и ведомства). В документе прописаны правила ведения Реестра 112, регистрации, изменения и дополнения данных, исключения информации из реестра, принципы взаимодействия с поставщиками информации, оговорены меры безопасности и контроля. Реестр будет состоять их двух раздельных центров, каждый из которых работает в автономном режиме. Они размещены в разных населенных пунктах, информация в них дублируется и синхронизируется. Предусмотрено, что Госреестр Службы 112 ведется в электронной форме, на государственном языке. Вход в базы данных Госреестра осуществляется с соблюдением принципов безопасности и сохранения конфиденциальности данных. В базе данных регистрируется каждое обращение. Операторы Службы 112 самостоятельно выбирают, является ли вызов срочным или нет, подробно заполняя информацию по каждому вызову. В Положении оговорены правила внесения изменений и правила удаления данных из реестра. Так, предусмотрено, что после закрытия каждого вызова, информация собирается в текущей базе данных для формирования отчетов и статистики. После этого формируется электронный архив каждого вызова и событий, связанных с ним. Эта информация хранится в архиве в течение 10 лет, после чего автоматически ликвидируется из базы данных. В Положении также детально описаны требования к обеспечению безопасности Госреестра 112 на всех этапах его ведения, а также требования к соблюдению законодательства о защите персональных данных.
