Autorizațiile de transport rutier vor fi eliberate exclusiv prin ”e-Autorizație transport”

Acceptarea solicitărilor de eliberare a autorizațiilor de transport rutier de către Agenția Națională de Transport Auto de la operatorii de transport, precum și eliberarea acestora în afara sistemului informațional ”e-Autorizație transport” ar putea fi interzisă. Autorizațiile vor fi eliberate obligatoriu și exclusiv prin intermediul sistemului, contra costul stabilit și în limita stocului disponibil, operatorilor de transport rutier înregistrați în acest sistem, cu respectarea principiilor de repartizare și utilizare stabilite de Guvern. În Parlament este înregistrat un proiect de lege ce vine cu modificări la Codul Transporturilor Rutiere. Astfel, autorii propun completarea art.1 din Cod cu prevederea citată supra. Totodată, se propune excluderea din cap 21 a art. 311-3146 din motivul că aceste prevederi se referă la cerințe normative, pe care Guvernul ar fi în drept să le aprobe. De asemenea, se propune completarea Codului cu măsuri de contestare a deciziilor de sancționare a operatorilor de transport, care conduc la suspendarea sau retragerea autorizațiilor unitare și multiple de transport rutier internațional de mărfuri, cât și a Carnetului INTERBUS și a Carnetului foii de parcurs. Astfel, măsurile de sancționare care duc la retragerea autorizațiilor deținute de operatori sau a înregistrării oficiale în Registru se vor aplica de ANTA. În cazul dezacordului, operatorul este în drept să o conteste în instanța de judecată. În nota proiectului se menționează că, din cauza repartizării netransparente a autorizațiilor de transport internaționale de mărfuri (CEMT), circa 40 de agenți economici și-au sistat activitatea, iar alții și-au înregistrat întreprinderi de transport în statele vecine și activează în afara țării.
