Банк развития Совета Европы предоставит Молдове 70 млн евро

Правительство на заседании 12 августа утвердило законопроект о ратификации рамочного соглашения о займе между Молдовой и Банком развития Совета Европы для реализации проекта «Экстренное реагирование на COVID-19 и поддержка микро-, малых и средних предприятий». Соглашение предусматривает предоставление БРСЕ нашей стране 70 млн евро. Документ в конце июля 2020 года подписали вице-премьер, министр финансов Сергей Пушкуца и президент БРСЕ Рольф Венцель.

 

Проект состоит из двух составляющих: поддержка сектора здравоохранения в период пандемии и поддержка сектора малых и средних предприятий страны.

 

Первый компонент оценивается в 40 млн евро, которые будут предоставлены на 15 лет (в том числе 4 года льготного периода). Эти средства будут выделены на поддержку системы здравоохранения, в том числе приобретение медицинского оборудования и расходных материалов, ремонт и модернизацию медицинских помещений/подразделений, предоставление дополнительной экспертизы для обеспечения мер реагирования в чрезвычайных ситуациях на COVID-19.

 

Второй компонент оценивается в 30 млн евро, которые будут предоставлены на 6 лет (в том числе один год льготного периода). Средства обеспечат финансирование оборотного капитала и инвестиционных потребностей экономических агентов, пострадавших от кризиса, помогая им сохранять рабочие места. Этот компонент будет реализован путем рекредитования конечных бенефициаров посредством отобранных банков.

 

Срок выплаты по кредиту установлен на 30 июня 2022 года. Исполнителем проекта является государственное учреждение «Дирекция по управлению программами внешней помощи».
