BNM va acorda asistență de lichiditate doar băncilor viabile

În situații de urgență, Banca Națională a Moldovei va putea oferi asistență de lichiditate doar băncilor solide și viabile, care se confruntă cu probleme temporare de lichiditate. Legea nr.114 pentru modificarea unor acte legislative a fost publicată în MO și a intrat în vigoare la 2 septembrie curent. Modificările operate la Legea cu privire la Banca Națională a Moldovei, Legea instituțiilor financiare, Legea cu privire la contractele de garanție financiară etc. au drept scop sporirea transparenței și securității sistemului bancar. Astfel, este introdusă noțiunea de „asistență de lichiditate de urgență”, care definește furnizarea de către BNM a lichidității din banii proprii către o bancă solventă și viabilă care se confruntă cu probleme temporare de lichiditate sau orice altă formă de asistență de urgență, care poate aduce la creșterea volumului de bani BNM, fără ca o astfel de tranzacție să facă parte din politica monetară. Totodată, noile prevederi vizează asigurarea stabilității sistemului financiar. Astfel, asistența de lichiditate va fi asigurată cu activele băncii căreia i se oferă. Termenul de asistență de lichiditate de urgență nu va depăși 3 luni, cu posibilitate de extindere (în cazuri excepționale) până la 1 an de la data acordării asistenței, în condițiile stabilite de Comitetul Executiv al BNM. Asistența de lichiditate de urgență va fi acordată la o rată a dobânzii care depășește rata aplicată de Banca Națională operațiunilor sale de creditare, inclusiv la facilitarea permanentă de creditare. Amintim că modificările respective sunt publicate în nr. 273 al MO din 2 septembrie 2019.
