Bugetul de stat, prejudiciat cu 23,2 mil.lei

Pe data de 5 aprilie curent a avut loc şedinţa publică a Curţii de Conturi, în cadrul căreia de către șeful interimar al Direcției generale auditului autorităților publice locale, Irina Gutnica, a fost prezentat raportul de audit „Managementul sistemelor de supraveghere a traficului rutier”. Conform informaţiei prezentate în raport, prin implementarea Sistemelor video de monitorizare a traficului, s-a urmărit creșterea securității traficului rutier, respectiv diminuarea morbidității și mortalității cauzate de accidentele rutiere, în realitate rezultatul propus nu a fost atins. Rezultatele auditului au arătat că această intenție a fost compromisă de interesele unor persoane cu funcții de demnitate publică, funcționari publici din cadrul mai multor autorități publice centrale și locale. Ideea benefică a fost transformată de către un grup de operatori interdependenți într-o sursă de obținere a beneficiilor economice de pe urma aplicării amenzilor de către organele MAI, pentru încălcările în traficul rutier. Astfel, printr-o schemă bine gândită, gestionată de companii interdependente, cu fondatori, administratori, angajați și adrese comune, a fost monopolizat acest domeniu. În acest sens, bugetul de stat a fost prejudiciat direct cu 23,2 mil. lei. Pe parcursul anilor 2014-2015, în bugetul de stat, conform datelor Trezoreriei, prin intermediul sistemelor de monitorizare a traficului au fost acumulate mijloace financiare în sumă de 96,6 mil. lei. În raportul prezentat este menționat, că MAI și 13 APL de nivelul doi, au externalizat prerogativa statului de monitorizare a traficului rutier prin intermediul sistemelor de supraveghere a traficului rutier fixe și mobile unor operatori economici privați. Mijloacele financiare, încasate de la cetățeni în bugetele locale pentru încălcările în trafic, erau transferate în proporție de 50% operatorilor economici admiși nelegal în procesul de monitorizare a traficului rutier.
