Бюджетный дефицит Кишинева – около 395 млн леев

Бюджет столичной примэрии, намеченный на 2017 год, составляет 3,6 млрд леев, с дефицитом около 395 млн леев. Кишиневский муниципальный совет сообщил, что организует и публичные дебаты по проекту Бюджета муниципия на 2017 год, но для голосования во втором чтении. В то же время ведомство опубликовало и проект муниципального бюджета на 2017 год в варианте, принятом советниками 9 февраля в первом чтении, передает "Mold-Street.com". Власти оценивают общий доход в размере около 3280 млн леев, примерно на 120 млн леев больше первоначальных прогнозов. В то же время расходы предусмотрены на сумму 3,67 млрд леев. Так, расходы превышают доходы более чем на 395 млн леев. Для покрытия дефицита власти планируют занять более половины миллиарда леев или примерно 15% от запланированных доходов. Проект муниципального бюджета, принятый в первом чтении, предусматривает, что Кишиневская примэрия получит в этом году иностранные кредиты на сумму 317,44 млн леев на проекты, финансируемые за счет внешних источников. В частности речь идет о финансах, предоставленных на реабилитацию центральных улиц и модернизацию уличного освещения в столице, а также на модернизацию системы общественного транспорта или улучшение качества услуг водоснабжения и очистки сточных вод. Еще 190 млн леев будут заимствованы у местных банков. Так, примэрия за последние несколько лет стала преданным клиентом "Victoriabank", "Moldindconbank" и "Mobiasbanca". Хотя сумма кредитов кажется большой, их существенная часть - около четверти - пойдет на обслуживание долга и погашение предыдущих кредитов. По оценкам, муниципалитет надеется собрать в 2017 г. лишь 411,6 млн леев собственных доходов. В то же время 1,2 млрд леев поступит из отчислений от налогов и госпошлин, а 1,58 млрд леев, то есть половина запланированных доходов, - трансферты из государственного бюджета.
