C 1 января 2017 г. в Молдове будет внедрен новый механизм распределения средств Дорожного фонда

Это предусматривают одобренные правительством поправки в Закон о Дорожном фонде, согласно которым со следующего года около 50% от взимаемых дорожных сборов будут напрямую переводиться местным органам власти и распределяться среди населенных пунктов пропорционально количеству проживающих в них граждан. Министр транспорта и дорожной инфраструктуры Юрий Киринчук назвал одобренные поправки настоящей революцией в распределении средств Дорожного фонда, глубокой реформой, предусматривающей децентрализацию, деполитизацию и повышение транспарентности в вопросе распределения средств, предусмотренных на ремонт и содержание дорог. Он напомнил, что до 2015 г. средства Дорожного фонда распределялись в основном по политическим критериям, и у властей многих населенных пунктов зачастую не было денег на ремонт и содержание дорог. В то же время, после утверждения поправок парламентом, в 2017 г. около 50% средств от дорожных сборов (примерно 386 млн леев) будут напрямую переведены местным органам власти и распределены среди примарий населенных пунктов пропорционально количеству проживающих в них граждан. Списки приоритетных для ремонта дорог будут утверждать местные власти. Согласно новой концепции, к примеру, село Лозово Страшенского района, где проживает 6,5 тыс. человек, получит на ремонт дорог около 646 тыс. леев (в среднем 100 леев на одного жителя). Кроме того, имея эти средства, местные власти смогут привлекать и другое финансирование в рамках частного партнерства, донорства и т.д. Как отметил министр финансов Октавиан Армашу, перевод из госбюджета местным властям 50% средств, получаемых от платы за пользование дорогами, будет осуществляться трансфертами специального назначения, предназначенными исключительно для ремонта и содержания дорог, модернизации дорожной инфраструктуры.
