Cetățenii moldoveni care lucrează legal în Germania vor beneficia de drepturi privind prestațiile sociale

Un Acord de colaborare în domeniul securității sociale a fost semnat astăzi, 12 decembrie, între Republica Moldova și Republica Federală Germania. Acordul stabilește condițiile pentru calcularea, dar și pentru totalizarea perioadelor de asigurare, care sunt realizate pe teritoriul ambelor state. Datele oficiale care vin din partea autorităților germane indică o cifră de 15 mii de cetățeni ai Republicii Moldova, care activează în Germania, însă cifrele pentru anul 2016 încă nu au fost prelucrate. Este un document care instituie niște raporturi juridice bilaterale importante pentru cetățenii Republicii Moldova care activează, fiind remunerați, pe teritoriul Germaniei. Este un Acord care oferă drepturi atât cetățenilor Republicii Moldova angajați în Germania, dar și cetățenilor germani angajați în țara noastră, la niște garanții referitor la prestațiile sociale, care țin de asigurarea, în caz de survenire a unor riscuri, cum ar fi îmbătrânirea, pierderea întreținătorului sau dizabilitatea, - a menționat Viceministrul Muncii, Protecției Sociale și Familiei, Viorica Dumbrăveanu. Pentru a dispune de dreptul la prestațiile sociale menționate, solicitanții vor depune o cerere la Casa teritorială de asigurări sociale. Calcularea prestației este una individuală și depinde de perioadele de cotizare, precum și de veniturile concrete pe care le-a avut persoana, adică nu este prevăzută o sumă fixă aplicată tuturor celor vizați. Prevederile Acordului se vor aplica doar asupra cetățenilor angajați legal. Acel statut de angajat ilegal presupune și lipsa realizării contribuției de asigurări sociale. Perioada, în care angajatul nu a contribuit, nu presupune o bază din care să-i fie stabilit un drept la anumite prestații și să fie asigurat în cazul unor riscuri, a precizat Viorica Dumbrăveanu. Până la momentul actual au fost semnate 11 Acorduri de acest gen, iar Ministerul Muncii, Protecției Sociale și Familiei este în proces de negociere a Acordurilor respective cu Letonia, Isreal, Italia și Federația Rusă. Acordul a fost semnat de către viceministrul Muncii, Protecției Sociale și Familiei, Viorica Dumbrăveanu și secretarul de stat al Ministerului Muncii și Afacerilor Sociale din Germania, Mr. Thorben Albrecht.
