Condiţiile călătoriei veteranilor în transportul public rămân neschimbate

Guvernul a dat aviz negativ iniţiativei legislative venită din partea unui grup de deputaţi. Aceasta prevedea ca, prin derogare de la alin. 6 al Codului Transporturilor Rutiere, veteranii de război şi persoanele cu dizabilităţi de pe urma războiului, să călătorească gratuit cu toate mijloacele de transport rutier de persoane, în trafic naţional (cu excepţia taximetrelor), precum şi în cel feroviar, la prezentarea legitimaţiei. Cheltuielile legate de acordarea prestaţiilor ar urma să fie suportate de patroni sau furnizorii de servicii. Scopul iniţiativei constă în eliminarea mecanismului birocratic ce condiţionează dreptul veteranilor şi a persoanelor cu dizabilităţi de a călători gratuit cu toate mijloacele de transport public. În contextul nesusţinerii iniţiativei respective, ministrul Sănătăţii, Muncii şi Protecţiei Sociale, Svetlana Cebotari, a precizat că, în procesul consultării cu instituţiile competente, s-a constatat că aceasta include norme cu caracter de reglementare a activităţii de întreprinzător. Este necesar de a se realiza o analiză a impactului acestui proiect, pentru că nu sunt stabilite mijloacele financiare necesare pentru punerea lui în aplicare, nici sursa de finanţare, iar conform cadrului legislativ prezent, art 131, al. 6 din Constituţie, nicio cheltuială bugetară nu poate fi aprobată fără stabilirea sursei de finanţare, a menţionat ministrul. În prezent, transportul rutier în traficul naţional în cazul persoanelor care beneficiază de dreptul la tranport gratuit sau cu înlesniri, cu excepţia copiilor cu vârsta de până la 7 ani, se efectuează în baza biletului sau abonamentului procurat, cu compensarea ulterioară a cheltuililor de către instituţia în care activează persoana sau de către organele de asistenţă socială.
