Designul timbrelor de acciz, aprobat

Pe timbrul de acciz pentru articolele din tutun de import se tipărește codul de bare, iar pe cele autohtone – codul din litere și cifre. Codul de bare, structura și modalitatea de creare a seriei și numărului se aprobă de Centrul de Tehnologii Informaționale în Finanțe (CTIF), după coordonarea cu Ministerul Finanțelor. În Monitorul Oficial din 14 iunie 2019, Ministerul Finanțelor a publicat Ordinul nr. 91 din 7 iunie curent cu privire la aprobarea design-ului mărcii „Timbru de acciz”. De asemenea, sunt abrogate cerințele tehnice ale timbrelor de acciz din 18 ianuarie 2012, aflate în uz. Prevederile au intrat în vigoare în ziua publicării. Timbrul de acciz se imprimă pe hârtie specială, cu lungimea de 44 ± 0,5 mm și lățimea de 20 ± 0,5 mm. Elementele de securitate ale hârtiei și cele de securitate la imprimare se aprobă de CTIF. Totodată, densitatea hârtiei trebuie să fie de 70 ± 3 gr/m2, iar pe timbrul se vor tipări inscripțiile: „REPUBLICA MOLDOVA”; „TIBRU DE ACCIZ”; „ARTICOLE DE TUTUN”. Timbrele de acciz la articolele din tutun de import în cazul agenților economici din Republica Moldova, cu excepția celor din raioanele de Est ale țării, vor avea următorul design: Pentru agenții economici din raioanele de Est, timbrele de acciz la articolele de tutun de import a fost aprobat conform imaginii următoare: Acesta este modelul timbrelor de acciz la articolele din tutun autohtone. Timbrul de acciz pentru producția alcoolică, la fel, se imprimă pe hârtie specială, cu inscripții și semne distinctive speciale, cu aplicarea fâșiei holografice, ce se aplică pe ambalajul de consum. Aceasta reprezintă un element de difracție cu imagine optic variabilă care conține grile, cu capacitatea de a modifica lumina. Această proprietate va fi utilizată pentru a crea diferite efecte, precum imagini bi- sau tridimensionale sau efecte cinematice și de modificare a culorilor. Densitatea hârtiei în cazul timbrului de acciz pentru producția alcoolică este similară celei pentru produsele din tutun, pe care vor fi imprimate codul de bare și inscripțiile: „REPUBLICA MOLDOVA”; „TIMBRUL DE ACCIZ” și ”PRODUSE ALCOOLICE”. Ordinul mai prevede că identificarea producției poate fi efectuată accesând pagina web www.vinmoldova.org sau la numărul de telefon 022 82 22 28. Totodată, în funcție de tipul produselor alcoolice, pe timbrul de accize tipăresc și inscripțiile: • VINURI • DIVINURI • BĂUTURI ALCOOLICE TARI • ALTĂ PRODUCȚIE ALCOOLICĂ. Timbrele de acciz la producția alcoolică pentru agenții economici din RM, cu excepția celor din raioanele de Est, au următoarea imagine: Timbrele de acciz pentru agenții economici din raioanele de Est vor arăta astfel: Potrivit Ordinului, fabricarea și comercializarea timbrelor de acciz pentru articolele din tutun și pentru producția alcoolică va fi asigurată de CTIF. Reamintim că recent a fost aprobată o hotărâre de Guvern ce prevede că designul mărcii de acciz se elaborează și se aprobă de Ministerul Finanțelor.
