Din 2020 pentru vehiculele importate – doar standarde europene

Ministerul Transporturilor propune pentru dezbateri publice un proiect de lege privind supravegherea pieței și omologarea vehiculelor. Acesta stabilește ca pentru omologarea vehiculelor, componentelor și pieselor de schimb este necesar ca ele să corespundă normelor europene. În document sunt prezentate cerințele față de producători, importatori și distribuitori de automobile, procedurile de omologare. Guvernul va desemna structura națională de omologare și certificării vehiculelor auto, iar documentele eliberate de structurile europene similare vor fi recunoscute automat. În nota informativă la document se arată că proiectul de lege va deveni bază pentru crearea sistemului național de evaluare a vehiculelor și va permite înregistrarea în țară numai a transportului care corespunde cerințelor stabilite și care este destinat exploatării pe teritoriul Europei. În perspectivă, documentul va crea premise pentru dezvoltarea industriei constructoare de mașini în Moldova. De la 1 ianuarie 2020 se propune ca producătorii să fie obligați să certifice producția (la instituții specializate sau prin crearea unei subdiviziuni specializate la întreprindere), iar existența certificatului va permite garantarea omologării vehiculelor. Importatorii de vehicule vor fi obligați să confirme că automobilele sau piesele de schimb corespund cerințelor tehnice. Pentru automobilele la mâna a doua va fi aplicat un mecanism simplificat de omologare; proprietarul va trebui să prezinte certificatul eliberat de producător, iar dacă automobilul este înmatriculat în țările UE, certificarea va fi recunoscută automat. Potrivit Ministerului Transporturilor, conform situației pentru 9 luni din 2016, în Moldova erau înregistrate 883,6 mii de vehicule. Pentru comparație, la sfârșitul anului 2015 erau înregistrate 780 mii de vehicule, iar în 2014 - 757,1 mii, iar din 2004 și până în 2015, numărul mașinilor înregistrate a crescut de 2 ori. Circa 59% de vehicule au fost produse în țările UE, 15% - în Japonia, 13% - în Rusia În 2015 au fost înregistrate 3537 de mașini noi. Potrivit datelor Ministerului Transporturilor, anual, parcul auto din țară crește cu 30 de mii de vehicule, dar numai 12% sunt importate de dealeri autorizați (10 companii). Restul transportului este cumpărat de pe piața secundară sau de la dealeri din alte țări.
