Доплата за временное совмещение должностей в детсадах

Парламентская комиссия в области публичной администрации дала положительное заключение проекту поправок к Закону №270/2018 о единой системе оплаты труда в бюджетной сфере. Так, воспитатели смогут заменять временно отсутствующего руководителя (в том числе если должность руководителя вакантна) и брать дополнительную нагрузку, если в дошкольном учреждении не хватает кадров. В обоих случаях дополнительный объем работы будет оплачиваться.
 
В частности, проектом предложено дополнить ст. 24, которая оговаривает порядок оплаты труда при совмещении обязанностей основной должности с обязанностями вакантной, временно вакантной или временно свободной должности. В отступление от действующих норм, в дошкольных учреждениях разрешат педагогический работник без освобождения от обязанностей по основной должности сможет совмещать обязанности временно отсутствующего в рабочее время руководителя.
 
Доплата за совмещение исполнения обязанностей будет устанавливаться административным актом отраслевого местного органа в области образования в пределах экономии средств из фонда оплаты труда бюджетной единицы. Размер указанных доплат не должен превышать 100% основной заработной платы, соответствующей I ступени оплаты труда временно отсутствующего руководителя.
 
Кроме того, законопроект предусматривает возможность предоставления дополнительной учебной нагрузки воспитателям в случае нехватки кадров в детском саду.
 
Так, в случае недостаточного обеспечения кадрами руководители учреждений раннего образования (для детей преддошкольного и дошкольного образования) смогут временно устанавливать педагогическим работникам дополнительную предельную учебную нагрузку в рамках программы деятельности учреждения, утвержденной учредителем.
 
Дополнительный объем работы утверждается руководителем дошкольного учреждения, на основании отдельного приказа, в котором указываются должность, объем работы и срок действия приказа.
 
Законопроект должен утвердить Парламент страны. Расходы на реализацию предусмотренных в нем положений будут покрываться в пределах экономии средств в зарплатном фонде бюджетных учреждений на текущий год.
