Экономический совет при премьер-министре Молдовы будет выполнять функции Национального комитета по содействию торговле

Эти дополнительные полномочия он получит на основании одобренных правительством дополнений к постановлению об Экономическом совете при премьер-министре (ЭС). Предусмотрено, что для облегчения и координации процесса внедрения Соглашения по содействию торговле, подписанного в рамках Всемирной торговой организации, ЭС будет выполнять функции Национального комитета по содействию торговле. Он уполномочен обсуждать и разрабатывать решения по внешнеторговым проблемам национального значения, которые относятся к двум или более органам государственной власти одновременно, в целях обеспечения комплексного подхода и системных реформ. В то же время, координирующие функции по внедрению Соглашения будет осуществлять Таможенная служба. Одной из основных задач Национального комитета по содействию торговле будет облегчение сотрудничества между публичным сектором и бизнес-средой для внедрения мер по упрощению процедур торговли. Комитет обеспечит механизм координирования деятельности с целью облегчения процедур внешней торговли и реализации Соглашения по содействию торговле, будет продвигать меры, необходимые для внедрения этого документа, продвижения для этого инвестпроектов, повышения уровня знаний о механизме и выгодах, предоставляемых одновременно с внедрением мер содействия внешней торговли и т.д. Молдова приняла протокол о внесении изменений в Марракешское соглашение об учреждении ВТО, и в этой связи наша страна получит техническую помощь от стран-членов ВТО в целях содействия развитию международной торговли. Принятый протокол содержит комплекс мер для содействия региональной и международной торговли путем сокращения административных, тарифных и нетарифных барьеров. Для их внедрения развивающиеся страны-члены ВТО смогут получить техническую помощь. На национальном уровне ответственным за внедрение и координацию применения положения соглашения будет Национальный комитет по содействию торговле. Подписанное в рамках ВТО Соглашение по содействию торговле нацелено на облегчение условий торговли через сокращение бюрократических процедур для импортеров и экспортеров, уменьшение тарифов и таможенных платежей, исключение нетарифных и технических барьеров, упрощение экспортно-импортных и транзитных операций, более эффективное сотрудничество пограничных структур. Экономические агенты, занимающиеся международной торговлей, смогут сократить стоимость и время на процедуры экспорта, импорта и транзита грузов.
