ЕС предоставит Молдове кредит на 60 млн евро

Президент Молдовы промульгировал Закон о ратификации Соглашения о займе между Молдовой и Евросоюзом по макрофинансовой помощи для нашей страны, а также Меморандум о взаимопонимании, который является неотъемлемой частью этого Соглашения. Оба документа были подписаны в Брюсселе 23 ноября 2017 г. Макрофинансовая помощь ЕС в размере 100 млн евро предусматривает выделение 60 млн евро в виде кредита и 40 млн евро - гранта. Средства будут направлены на поддержку экономической стабилизации и программы структурных реформ в стране. Согласно достигнутым договоренностям, кредит от ЕС Молдова получит сроком на 15 лет, а процентная ставка для каждого транша будет установлена позже. Она будет определяться стоимостью заемных средств на международном финансовом рынке для Еврокомиссии. Помощь ЕС будет предоставлена Молдове в течение 2,5 лет тремя траншами. Каждый транш обусловлен списком конкретных требований, которые должно выполнить молдавское правительство. Перед тем как перечислить каждый транш, ЕС и МВФ вместе с властями Молдовы будут оценивать выполнение этих условий. При этом ЕС намерен контролировать расходование средств и может в любой момент приостановить или аннулировать выделение денег. Всего Меморандум-соглашение с ЕС о предоставлении кредитов в рамках макрофинансовой помощи содержит 28 условий для выделения средств (укрепление экономики, улучшение делового и инвестиционного климата, улучшение госуправления и проведение реформы центральной публичной администрации, реформы управления в финансовом секторе, реформы энергосектора, поддержка политик в области борьбы с коррупцией и отмыванием денег, укрепление гражданского общества и пр). По информации официальных лиц Молдовы, большую часть условий, необходимых для получения первого транша помощи ЕС (кредит на 30 млн евро), уже были выполнены. Напомним, Молдова обратилась в ЕС за макрофинансовой помощью в августе 2015 г., а переговоры о выделении средств длились в течение 2017 г. Новая помощь ЕС для Молдовы призвана дополнить новую программу Молдовы с МВФ, утвержденную Советом директоров фонда 7 ноября 2016 г. Предыдущая макроофинансовая помощь ЕС Молдове составляла 90 млн. евро и была представлена только грантами. Средства были освоены в 2010-2012 гг.
