Evaluarea Performanţei Managementului Finanţelor Publice în Moldova

Analiză comprehensivă a sistemului de management al finanțelor publice (MFP) în Republica Moldova, la nivel național și subnational, a fost lansat ieri, 8 iulie 2021, de Banca Mondială în parteneriat cu Ministerul Finanțelor al Republicii Moldova și  UN Women, în cadrul finanțării oferite de Uniunea Europeană.
 
Analiza este concepută pentru a oferi un instantaneu al performanței MFP și o imagine de ansamblu a principalelor puncte forte și puncte slabe ale sistemelor MFP prin utilizarea unei metodologii standard, care poate fi reprodusă în evaluări succesive, oferind un rezumat al modificărilor în timp, comunică Ministerul Finanțelor.

 

Evaluarea PEFA (Public Expenditure and Financial Accountability Program) apreciază măsura în care procesele sistemelor de management al finanțelor publice și instituțiile contribuie la realizarea disciplinei fiscale agregate, alocarea strategică a resurselor și furnizarea eficientă a serviciilor și, pentru prima dată, va lua în considerare dimensiunile de gen în MFP.

 

Astfel, timp de câteva luni, o echipă interdisciplinară va lucra asupra colectării datelor, consultărilor și a publicarii unui raport final de evaluare, care va contribui la elaborarea strategiei noi privind MFP a Guvernului Republicii Moldova și va asigura un dialog pentru viitoarele inițiative de reformă.

 

În Republica Moldova evaluarea PEFA la nivel național a fost realizată de 4 ori, în anii 2006, 2008, 2011 și 2015. Rapoartele pot fi consultate aici. Pentru mai multe detalii, accesați link-ul Secretariatului PEFA.
