Fermierii din Moldova afectați de embargo vor primi compensații

Producătorii moldoveni de mere, prune și struguri, care au fost afectați de restricțiile impuse de Federația Rusă la export în 2014 și sînt în așteptarea transferului de compensații din mijloacele Băncii Mondiale, vor putea primi acești bani pînă la sfîrșitul lunii martie curent. Anunțul a fost făcut de Agenția de Intervenție și Plăți pentru Agricultură (AIPA), citată de Noi.md. După cum a comunicat Agenția, pe parcursul anului trecut au fost depuse circa 6 mii de cereri de către producătorii de mere, prune și struguri din Moldova, care au fost afectați de embargoul impus de Rusia în anul 2014. Suma totală a compensațiilor solicitate a depășit 56 de milioane de lei. Totodată, pînă la sfîrșitul anului 2015, au beneficiat de compensații circa 3,5 mii de producători de fructe și struguri. Ceilalți agricultori vor primi banii pînă la finele lunii martie. AIPA explică întîrzierea alocării banilor prin motive tehnice ce țin de implementarea din 1 ianuarie 2016 a codului IBAN la efectuarea transferurilor naționale. Trebuie menționat că, anterior, Banca Mondială, în cadrul Acordului de finanțare suplimentară a Proiectului „Agricultura competitivă a Moldovei” (MAC-P), a alocat 12 mil. dolari pentru achitarea compensațiilor agricultorilor afectați de restricțiile impuse de Rusia în anul 2014. Subvențiile acordate fermierilor moldoveni urmează să compenseze diferența dintre prețul aproximativ de export al vînzării producției în condiții normale (fără embargo) și prețul de vînzare pe piața internă. Conform condițiilor finanțării, de asistența BM pot beneficia producătorii de fructe și struguri (persoane fizice și juridice) care dețin în proprietate și/sau în folosință plantații pomicole de măr, prun și viticole, care nu depășesc fiecare 15 ha. Asistența financiară pentru producătorii agricoli este stabilită în dolari SUA, dar se acordă în lei moldovenești conform cursului 19,3 lei un dolar. În particular, asistența a fost acordată în valoare de 1,93 lei pentru 1 kg mere, predat întreprinderilor de procesare, precum și 1,35 lei – pentru 1 kg prune. Pentru producătorii de struguri de soiuri tehnice compensația a constituit 1,54 lei 1 kg de struguri de soiuri europene, livrat întreprinderilor de procesare pînă la 15 noiembrie 2014, precum și 0,77 lei pentru 1 kg de struguri de soiul Isabella, livrat întreprinderilor de procesare pînă la 1 noiembrie 2014.
