Госбюджет Молдовы претерпит изменения

Планируется увеличить на 385,9 млн. леев доходную и расходную части госбюджета Молдовы на 2017 г., без изменения дефицита бюджета. Это предусматривает разработанный Минфином законопроект о внесении поправок в Закон о госбюджете на этот год. Документ был представлен для публичных консультаций. Доходы государственного бюджета на 2017 г. предлагается увеличить с 32 млрд 839 млн 162,2 тыс. до 33 млрд 225 млн 042,2 тыс. леев, а расходы – с 36 млрд 994 млн 768,4 тыс. до 37 млрд 380 млн 648,4 тыс. леев. Как отмечают в Минфине, поправки в бюджет 2017 г. обусловлены необходимостью корректировки бюджетных показателей для увеличения трансфертов из госбюджета в местные бюджеты в связи с принятием парламентом в первом чтении изменений, касающихся введения нового механизма распределения средств Дорожного фонда. Кроме того, поправки в бюджет предусматривают увеличение сальдо внутреннего госдолга и, соответственно, увеличение сальдо денежных средств на счетах на конец 2017 г. для создания резервов ликвидности в целях улучшения управления госдолгом. В Минфине подчеркивают, что увеличение доходов госбюджета 2017 г. на 385,9 млн леев произойдет за счет платы за пользование дорогами зарегистрированными в нашей стране машинами, которую первоначально планировалось взимать в местные бюджеты. В то же время, расходы бюджета увеличатся на ту же сумму для перевода этих средств местным бюджетам. Парламент утвердил в первом чтении поправки в Закон о Дорожном фонде и Закон о местных публичных финансах, согласно которым с 2017 г. органы местной власти будут получать деньги на содержание местных дорог по четким и прозрачным критериям. Согласно действующему законодательству, 50% взимаемых дорожных сборов за использование дорог будет напрямую переводиться местным органам власти I уровня и распределяться среди населенных пунктов пропорционально количеству проживающих в них граждан. В то же время, местные органы власти II уровня будут получать средства из Дорожного фонда на ремонт и содержание местных публичных дорог районного значения в зависимости от их протяженности.
