Grupurile de producători vor fi recunoscute conform unui Regulament

Regulamentul privind procedura de recunoaştere a grupurilor de producători, într-o redacție nouă, a fost publicat în Monitorul Oficial, nr.181-189 din 9 iunie curent, și stabilește regulile pentru recunoașterea persoanelor juridice, drept grupuri de producători agricoli, condițiile de creare și funcționare a comisiei de resort, controlul privind menținerea condițiilor de recunoaștere a grupurilor și alte prevederi. Conform Regulamentului elaborat de Ministerul Agriculturii și Industriei Alimentare, în scopul asigurării îndeplinirii atribuţiilor ce ţin de recunoaşterea grupurilor de producători va fi creată o comisie, formată din 7 membri, reprezentanţi ai direcţiilor ministerului, precum și un membru observator, fără drept de vot, reprezentant al Agenției de Intervenții și Plăți în Agricultură. Președintele Comisiei este vice-ministrul MAIA – Iurie Ușurelu. Cum se obține calitatea de grup de producători? În conformitate cu prevederile Regulamentului, calitatea de grup de producători agricoli se va obține prin emiterea de către MAIA a unui aviz de recunoaștere. Prin recunoaștere se atestă că persoana juridică îndeplinește condițiile cerute de lege privind constituirea sa și obiectul de activitate, precum și că deține capacitatea tehnico-profesională pentru realizarea obiectivelor propuse. Pentru a obţine recunoaşterea, grupul de producători trebuie să îndeplinească o serie de condiții: • să fie înregistrat legal în una din formele juridice de organizare • să fie constituit din minimum 5 membri - producători agricoli, dintre care niciunul nu poate deţine mai mult de 20% din voturi la adunarea general • deţine un sistem centralizat de contabilitate, facturare, înregistrare şi urmărire cantitativă, calitativă şi valorică a producţiei membrilor săi, comercializată prin intermediul grupului de producători. Totodată, producătorii vor semna angajamentul membrilor asociaţi de a comercializa prin intermediul grupului de producători produsul sau grupul de produse omogene, proprii, în felul următor: • 50% – în primul an de activitate • 60% – în al doilea an de activitate • 75% – în al treilea şi în următorii ani de activitate. Totodată, se abrogă Ordinul ministrului nr. 76 din 28 aprilie 2015 „Cu privire la aprobarea procedurilor de recunoaştere a grupurilor de producători” și pct. 5 din Ordinul ministrului nr. 183 din 25.09.2015 cu privire la modificarea unor ordine ale Ministerului.
