Îmbunătățirea sistemului de impozitare a proprietății

În țara noastră va fi implementat un proiect ce are drept scop consolidarea statutului de drept și responsabilizarea instituțiilor, sporirea securității drepturilor de proprietate și asigurarea echității și corectitudinii în ceea ce privește sistemul de impozitare a proprietății. În ședința de ieri, 10 octombrie, a Guvernului a fost aprobat proiectul de lege privind ratificarea Acordului de finanțare dintre Republica Moldova și Asociația Internațională pentru Dezvoltare în vederea realizării Proiectului de înregistrare și evaluare funciară. Potrivit secretarului general de stat al ministerului Finanțelor, Ion Chicu, obiectivul Acordului constă în îmbunătățirea calității și transparenței sistemului de administrare a terenurilor și de evaluare a proprietății. Astfel, țara noastră va primi 30,1 mil. euro, ce vor fi acordate sub formă de proiect investițional la condiții concesionale. Maturitatea proiectului este de 30 de ani, inclusiv perioada de grație de 5 ani, rambursarea se va efectua în plăți semianuale în proporție de 3,3% pentru anii 6-25 și 6,8% pentru anii 26-30, cu rata fixă a dobânzii (pentru valuta euro) de 1,38% anual. Proiectul include 4 componente-cheie: • înregistrarea primară a bunurilor imobile în sumă de 15,3 mil. euro; • evaluarea bunurilor imobile în sumă de 5,0 mil. euro; • consolidarea sistemului de administrare funciară în sumă de 7,8 mil. euro; • consolidarea capacității și managementul de proiect în sumă de 2,0 mil. euro. Proiectul va contribui la creșterea gradului de transparență a datelor privind proprietatea, îmbunătățirea eficienței sistemului de cadastru și va oferi oportunității egale pentru toți de a-și exercita drepturile de proprietate.
