În Moldova va fi creat Fondul de garantare a depunerilor de economii

Proiectul de modificare și completare a Legii asociațiilor de economii și împrumut, care prevede, în particular, crearea Fondului de garantare a depunerilor de economii, a fost susţinut de Guvern. Crearea fondului are ca scop ”garantarea și compensarea depunerilor de economii persoanelor fizice în cazul lichidării silite sau insolvabilității asociației”, potrivit proiectului elaborat de Comisia Națională a Pieței Financiare (CNPF). Proiectul mai prevedere introducerea de către autoritatea de supraveghere a administrării speciale similar celei din sistemul bancar, în vederea prevenirii stării de insolvabilitate și evitării deschiderii procedurii de insolvabilitate. Fondul de garantare a depunerilor de economii se propune a fi constituit, gestionat și utilizat de autoritatea de supraveghere. CNPF va deschide un cont separat pentru gestionarea mijloacelor financiare ale fondului. Proiectul aprobat de Guvern reprezintă un element important al inițiativei CNPF de a promova cele mai bune practici în domeniul de microfinanțare și de a sprijini acest sector pentru a putea face față provocărilor generate de accesul la finanțare pe termen lung și a asigura stabilitatea sectorului în ansamblu. Sînt măsuri de protecție care vor aduce reglementări mai bune și mai clare pentru deponenți, dar și pentru crearea pieței în domeniul micro-finanțării. Potrivit rapoartelor financiare la 30 iunie 2016, asociațiile de economii și împrumut au acceptat depuneri în volum total de peste 241 mil. lei. Valoarea medie ce revine unui depunător în anul 2015 este de 38,17 mii lei, iar numărul depunătorilor – 5609 persoane. Urmare a verificărilor efectuate după anul 2009 pînă în prezent de CNPF, peste 200 de asociații de economii și împrumut au rămas fără licență și/sau sunt în proces de lichidare sau au fost lichidate. Mai multe asociații de economii și împrumut cu probleme au avut o influență negativă, în special pentru aceste entități care acceptă depuneri de economii. Proiectul de lege urmează să fie remis spre examinare Parlamentului.
