Indicele profitabilităţii valorilor mobiliare de stat îşi încetineşte scăderea

La licitaţia de marţi, 11 octombrie, emitentul VMS – Ministerul Finanţelor – a plasat hârtii de valoare în sumă de 155,03 mil. lei ($7,8 mil.), deşi a propus 160 mil. lei. Indicele mediu al profitabilităţii a constituit 7,69-8,32%, comparativ cu profitabilitatea de 7,85-8,28% la licitaţia precedentă. Suma obţinută de emitent la buget este cu 3 mil. lei mai mică decât volumul hârtiilor plasate la licitaţia de acum o săptămână. Rezultatele licitaţiei au demonstrat prezenţa unei cereri mari din partea băncilor la valorile mobiliare de stat. Astfel, la oferta de 160 mil. lei, cererea din partea băncilor a constituit 245 mil. lei, fiind cu 6,5 mil. lei mai mult decât la licitaţia precedentă. Experţii şi participanţii profesionişti ai pieţei de capital susţin că cererea înaltă la VMS este determinată de dificultăţile cu care se confruntă băncile legate de plasarea resurselor în sectorul real al economiei. Din acest motiv, indicele lichidităţii curente la unele bănci este de aproape trei ori mai mare decât norma de 20%, stabilită de BNM. O altă tendinţă marcată pe piaţa hârtiilor de valoare ale statului este reducerea de către emitent a volumului de plasare a hârtiilor. Chiar dacă partea de venituri a bugetului pentru 2016 a fost redusă cu peste 2 mld. lei, statul oricum nu majorează volumul de emisiuni. Reprezentanţii băncilor consideră că această tendinţă va continua, dacă pe 19 octombrie Consiliul Directorilor FMI va aproba Programul de cooperare cu RM, care presupune că Moldova va beneficia în decurs de trei ani circa $180 mil.
