Информационная система «Учет заявителей и получателей субсидий»

Правительством принято решение о создании Информационной системы «Учет заявителей и получателей субсидий» (АИС УЗПС), которая сформирует ведомственный ресурс для Агентства по интервенции и платежам в области сельского хозяйства (AIPA). По утверждению авторов, создание независимой, беспристрастной, достоверной и эффективной системы является необходимым условием для обеспечения внедрения нормативной базы в области субсидирования сельскохозяйственных производителей и развития сельской местности, правильного и прозрачного управления финансовыми средствами, выделяемыми из Национального фонда развития сельского хозяйства и сельской местности, и другими источниками партнеров по развитию. В соответствии с Концепцией о создании АИС УЗПС, опубликованной 15 мая в «MO», она разрабатывается с целью распределения, хранения, систематизации, обновления и защиты информационных решений о субсидиях, регистрации сельскохозяйственных производителей, обеспечения ведения учета заявителей и получателей субсидий, получения информации, необходимой для разработки политик развития агропромышленного сектора. Помимо этого, на основании данных системы будет обеспечен статистический учет и мониторинг распределения средств из Национального фонда развития сельского хозяйства и сельской местности, а также учет заявок на субсидирование в целях налогообложения. Поставщиками данных в АИС УЗПС станут заявители, подающие пакеты документов на субсидирование в территориальные подразделения AIPA. Они будут обязаны обеспечить правильность и достоверность представленных данных и их обновление в порядке, установленном законом или соглашением. Получателями и пользователями данных системы являются физические или юридические лица, которым предоставлено право получать соответствующую информацию. Внешними поставщиками данных системы станут Государственные реестры (населения; правовых единиц; животных; сельскохозяйственной техники; недвижимого имущества (e-сadastru), а также виноградно-винодельческий и налоговый). В рамках АИС УЗПС предусмотрена разработка веб-приложений, которые позволят заявителям на получение субсидий представлять необходимую информацию в электронном виде. Также оговорено, что на начальном этапе, до получения документов в электронном формате, информация будет предоставляться на бумажном носителе. Собственником АИС УЗПС будет государство. Финансовые ресурсы на развитие, обслуживание и эксплуатацию системы будут обеспечены из государственного бюджета и других финансовых источников согласно нормативной базе. Владельцем АИС УЗПС станет AIPA, с правом управления и использования содержащихся в системе данных и ресурсов.
