Instituțiile bugetare subordonate mun. Chișinău vor aplica Politică de contabilitate unică

Autoritățile și instituțiile bugetare ale municipiului Chișinău vor implementa o politică de contabilitate unică, ținând cont de specificul activității entității. Consiliul municipal Chișinău (CMC) a aprobat cu 42 de voturi în ședința de astăzi, 27 aprilie, proiectul deciziei cu privire la probarea Politicii de contabilitate unice pentru autoritățile/ instituțiile bugetare ale mun. Chișinău.
 
Politica de contabilitate unică a instituțiilor subordonate primăriei mun. Chișinău și CMC va fi elaborată în conformitate cu Legea contabilității nr. 113/2007, Ordinului Ministrului finanțelor nr. 216/2015 cu privire la aprobarea Planului de conturi contabile în sistemul bugetar și a Normelor metodologice privind evidența contabilă și raportarea financiară în sistemul bugetar.

 

Documentul va reprezenta un ansamblu de principii, reguli, metode și procedee aprobate de conducerea autorității publice locale pentru ținerea contabilității, întocmirea rapoartelor financiare și metode de corectare a erorilor.

 

Astfel, în Politica de contabilitate unică urmează a fi incluse următoarele componente ale sistemului contabil:

  • criteriul de atribuire a activelor nefinanciare la categoria mijloacelor fixe;
  • modalitatea de stabilire a obiectivelor de evidență în cazul activelor complexe care cuprind câteva componente;
  • metoda de evaluare ulterioară a activelor materiale și nemateriale;
  • metoda de evaluare a stocurilor ieșite;
  • modul de efectuare a inventarierii elementelor contabile.

 

Totodată, Politica de contabilitate unică va conține lista persoanelor responsabile pentru întocmirea și semnarea documentelor primare, subdiviziunile și locul de păstrare a patrimoniului și gestionarii, rapoartele și termenele de prezentare, normele de consum al carburanților, păstrarea și arhivarea documentelor și normele de parcurs al anvelopelor pentru mijloacele de transport.

 

În același timp, politica de contabilitate unică va include obligatoriu următoarele componente:

  • Dispoziții generale
  • Reguli și metode de organizare și ținere a contabilității
  • Reguli generale de reevaluare a activelor nefinanciare
  • Inventariere generală a elementelor contabile și înregistrarea rezultatelor inventarierii în contabilitate
  • Întocmirea formulelor contabile de corectare a erorilor
  • Închiderea veniturilor și cheltuielilor
  • Principii generale de întocmire a rapoartelor financiare
  • Anexe la politica de contabilitate unică
  • Dispoziții finale.

 

După cum a menționat Olesea Pșenițchi, șefa interimară a Direcției generale finanțe a CMC,  necesitatea aprobării unei politici contabile unice a apărut ca urmare a constatărilor Curții de Conturi privind lipsa acesteia la nivel de municipiu, în scopul aducerii în concordanță cu prevederile cadrului legal a tuturor aspectelor ce țin de organizarea și ținerea evidenței contabile, în special a patrimoniului municipal și a raportării financiare.
