Из-за неэффективного управления у транспортников накопилось много проблем

Программа развития транспорта и либерализации всех процедур при выдаче разрешений для перевозки грузов разрабатывается Министерством экономики и инфраструктуры Молдовы. Октавиан Калмык, глава ведомства, заявил об этом в ходе неформальной встречи с представителями компаний, специализирующихся на международных грузоперевозках. Министр отметил, что после передачи полномочий в сфере транспорта Министерству экономики и инфраструктуры, ведомство планирует в кратчайшие сроки разработать и представить программу развития транспортных услуг. Также он считает, что из-за неэффективного управления на центральном уровне, у транспортников накопилось множество проблем, которые сказываются отрицательно и на отрасли, и на имидже Молдовы на международном уровне. «Предварительный анализ указывает на чрезмерно бюрократизированную систему в отношениях между экономическими агентами и выдающей разрешительные документы инстанцией, необходимые для предоставления услуг по транспортировке товаров. Мы намерены упростить процедуры выдачи разрешений на перевозку грузов, ведем переговоры для создания упрощенных условий транзита отечественных перевозчиков по территории других государств, а также выдачу других документов, необходимых для эффективной деятельности экономических агентов отрасли», - признался министр экономики и инфраструктуры. Также Октавиан Калмык предложил экономическим агентам принять участие в проведении детального анализа ситуации в области грузоперевозок, представить предложения для разрешения проблем, препятствующих развитию отрасли, и оценочные данные по необходимому числу дозволов на транзит грузов через территории Украины, России, Турции и других стран, поскольку эти вопросы предстоит обсуждать в рамках двусторонних и смешанных комиссий с этими странами. Представители транспортных компаний обещали министру в ближайшее время представить анализ ситуации в отрасли, а также свои предложениями по разрешению существующих проблем, в том числе отличные от вышеперечисленных. Стороны согласились, что такие встречи должны стать регулярными, поскольку диалог между властями и экономическими агентами будет способствовать развитию сектора.
