Изменения правил регистрации и контроля ККМ

В пятницу вступили в силу изменения и дополнения в Положение Министерства финансов о порядке регистрации и осуществления контроля за использованием контрольно-кассовых машин. Они осуществлены с учетом ряда введенных в 2017 г. изменений в законодательство. С этого года в Налоговом кодексе установлен специальный налоговый режим «независимая деятельность», в соответствии с которым физические лица-резиденты Молдовы могут заниматься коммерческой деятельностью без учреждения организационно-юридического лица. Обязательным условием независимой деятельности является использование контрольно-кассовой машины, а также простой системы бухучета. Согласно Положению Минфина, физические лица, осуществляющие независимую деятельность, должны зарегистрировать контрольно-кассовые машины в подразделении Государственной налоговой службы, в районе обслуживания которого они прописаны. Бланк заявления о регистрации/снятии с учета ККМ, которые используют физические лица, осуществляющие независимую деятельность, утверждает Министерство финансов. Напоминаем, что в первый налоговый период налогоплательщик сможет уменьшить подлежащую уплате сумму подоходного налога на сумму понесенных расходов на приобретение используемой в деятельности контрольно-кассовой машины. Из текста Положения исключено требование о наложении мокрой круглой печати при представлении копий представленных и легализованных руководителем предприятия документов. Также уточняется наименование налогового органа – «Главная государственная налоговая инспекция» в тексте документа заменена на «Государственная налоговая служба». Кроме того, в новой редакции представлена Ст.7 Положения о порядке регистрации и осуществления контроля за использованием контрольно-кассовых машин, которая, помимо всего прочего, учитывает деятельность налогоплательщиков, работающих в режиме 24/24: Налогоплательщик заводит для каждой ККМ, на каждый хозяйствующий год, журнал контрольно-кассовой машины (Журнал ККМ). Журнал ККМ легализируется в подразделении ГНС, как правило, только при регистрации/перерегистрации ККМ. В журнале ККМ регистрируются в хронологической последовательности в соответствии с ежедневным отчетом закрытия вырученные суммы денежных средств. Если в конце хозяйствующего года в Журнале ККМ после итоговых записей осталось свободное место (чистые листы), этот журнал может быть использован для регистрации вырученных сумм в последующем году. Налогоплательщик, осуществляющий определенную деятельность в непрерывном режиме (non stop), который в сутки выпускает на ККМ два ежедневных отчета закрытия, может завести на отчетный год два журнала (I и II полугодия).
