Количество обязательных документов, необходимых для растаможки, будет сокращено до трех

Премьер-министр Кирилл Габурич в результате консультаций с представителями Экономического совета потребовал создать рабочую группу, которая будет заниматься упрощением импортно-экспортных процедур, информирует Молдпрес. Как указано в пресс-релизе Экономического совета премьер-министра, информация обо всех разрешительных документах (сертификатах, лицензиях, разрешениях), необходимых для импорта/экспорта, станет более доступной благодаря автоматизированной базе данных – TARIM (Интегрированный таможенный тариф Республики Молдова ), управляемой Таможенной службой. В этих целях распоряжением премьер-министра была создана межминистерская рабочая группа, которая займется пересмотром всех разрешительных документов на импорт/экспорт с целью точного установления кода товара. На основе кодификации информация будет введена в TARIM, с которой смогут ознакомиться все экономические агенты на странице Таможенной службы – «www.customs.gov.md». До настоящего времени TARIM охватывает информацию о таксах и пошлинах, взимаемых при переходе границы, однако после введения в нее разрешительных документов эта база данных станет официальным источником информации обо всех применяемых мерах при импорте/экспорте. Более того, ни одна из мер регулирования импорта/экспорта не сможет применяться, если не будет ссылки на код товара и не будет помещена в TARIM. Данное введение повысит транспарентность и предсказуемость для предпринимателей. Одновременно рабочая группа пересмотрит требования, касающиеся необходимых документов для растаможки, с целью сокращения их числа и установления минимального списка данных и документов, которые будут обязательными для представления таможенному органу при прохождении границы. Так, как для экспорта, так и для импорта будет предложено сократить количество обязательных документов до трех, а именно: торговый документ (инвойс), транспортные документы и для определенных категорий товаров разрешительный документ. В настоящее время согласно классификатору Всемирного банка «Doing Business», для экспорта требуется девять обязательных документов, а для импорта – 11. Так, экспортеры и импортеры будут иметь точный и предсказуемый список разрешительных документов, необходимых для импорта/экспорта, что упростит процедуры растаможивания, сократит время и издержки международной торговли. В то же время это обеспечит одинаковое применение нетарифных мер, минимизирует риск коррупции и приблизит Республику Молдова к европейским стандартам в области трансграничной торговли. Новые изменения помогут молдавским компаниям в полной мере использовать возможности, предоставленные Соглашением о свободной углубленной и всеобъемлющей торговле, подписанным с Европейским союзом. Устранение барьеров на пути экспорта - одно из постоянных требований со стороны бизнес-среды в адрес платформы Экономического совета. В то же время это одна из основных рекомендаций Briefing Book, разработанного сообществом доноров Республики Молдова. Эти положения прописаны и в настоящей Программе правления Республики Молдова. Проекты нормативных документов, разработанных рабочей группой, должны быть представлены на утверждение правительству не позднее III квартала 2015 г.
