Legea ar putea reduce riscul investițional

Proiectul ce prevede că Guvernul va putea încheia acorduri privind realizarea proiectelor investiţionale, destinate economiei naţionale, a fost votat în lectură finală în ședința Legislativului din 9 iunie curent. Potrivit documentului, scopul proiectului constă în ameliorarea climatului investițional și asigurarea realizării proiectelor investiționale strategice. Prevederea va permite definirea clară a drepturilor și obligațiilor, precum și a facilităților investiționale prevăzute pentru aceste proiecte. Președintele Comisiei parlamentare economie, buget și finanțe, Ștefan Creangă, a menționat că, pentru lectura a doua, Comisia a acceptat modificarea și completarea proiectului cu reglementări ce țin de: • concretizarea noțiunii de proiecte investiționale strategice prin menționarea că acestea sunt proiectele realizate în scopul executării prevederilor programelor și strategiilor de stat și care contribuie la creșterea economiei naționale sau au un imapct pozitiv asupra dezvoltării socio-economice a țării • stabilirea că acordurile de investiții, încheiate de Guvernul Republicii Moldova, nu pot oferi investitorului facilități fiscale și vamale, precum și nu pot conține prevederi în detrimentul altui agent economic care activează pe teritoriul RM • statuarea, precum că încheierea Acordurilor de investiții ce urmează să dispună de statut de tratat internațional, se va efectua cu respectarea cerințelor stabilite de Legea privind tratatele internaționale ale Republicii Moldova. Acordul va reduce riscul investițional, va proteja interesele legitime ale investitorilor și va asigura implementarea cu succes a proiectelor investiționale. Notă: Elaborarea, adoptarea şi monitorizarea Acordului de investiţii, precum şi principiile de implementare vor fi definitivate de către Guvern.
