Libertatea pieței muncii în Moldova, pe ultimele locuri în clasamentele internaționale

Piața muncii din țara noastră este cotată, de instituțiile internaționale, ca fiind foarte slab dezvoltată. Republica Moldova ocupă ultimele locuri în majoritatea topurilor care vizează acest domeniu. Autoritățile cred că singura soluție este modificarea Codului muncii. Potrivit raportului anual din 2017, realizat de Institutul canadian Fraser, care analizează 159 de economii, țara noastră se plasează pe locul 126 la capitolul ”reglementarea pieței muncii”, situându-se la coada economiilor din Europa Centrală și de Est. Totodată, în cadrul indicelui libertății economice, estimat de Fundația Heritage, Moldova se plasează și mai prost - pe poziția 171 din 186 de țări, la capitolul “libertății muncii”. Pe locul 94 din 137 de țări, la capitolul eficientei pieței muncii, am fost plasați și în cadrul Indicelui Global al Competitivității estimat de Forul Economic Internațional. La acest capitol a fost înregistrată o descreștere. Potrivit informațiilor publicate de Consiliul Economic pe lângă Prim-ministru, Republica Moldova nu avansează în aceste rating-uri, pentru că legislația muncii nu a fost liberalizată. Acest domeniu în RM este unul rigid și cu multe constrângeri. Relațiile de muncă în Moldova sunt reglementate de actualul Cod al muncii, adoptat în anul 2003. Acest document a reprezentat atunci un instrument de tranziție la economia de piață. Guvernul a elaborat în acest an mai multe modificări la Codul muncii și a anunțat că urmează să fie elaborat un document nou. Potrivit autorităților, noul cod trebuie să echilibreze drepturile și obligațiile angajatorului și angajatului. Totodată, trebuie să fie mai modern și mai flexibil, și să mențină toate garanțiile prevăzute în convențiile Organizației Internaționale a Muncii și în directivele europene pentru salariați.
