Максимальные цены на нефтепродукты вновь будут ограничены

В Молдове максимальные цены реализации основных видов нефтепродуктов и сжиженного газа хозяйствующие субъекты будут устанавливать на основании Методологии расчета и применения цен, с учетом общих правил их расчета и применения. Новые правила предусматривают, что максимальные цены будут рассчитываться за 1 литр, по утвержденной формуле, отдельно по каждому виду и по каждой партии импортируемого топлива. Соответствующие поправки в Закон о рынке нефтепродуктов, принятые парламентом 9 апреля и промульгированные на прошлой неделе, были опубликованы в «Monitorul Oficial» 14 мая.
 

Предусмотрено, что при расчете максимальных розничных цен на нефтепродукты будут учитываться средние котировки Platt's FOB Med (Италия) за последние 14 дней, предшествующих импорту (в долларах за тонну) и котировки кратности для видов нефтепродуктов, для которых котировки Platt's не устанавливаются.  Кроме того, формула расчета цены включает следующие компоненты: 

  • официальный средний обменный курс лея в соотношении к американскому доллару, установленный Нацбанком, за 14 дней, предшествующих импорту; 
  • плотность каждого вида нефтепродуктов;  
  • маржа розничной реализации нефтепродуктов (включает расходы страхование и транспортировку и до территории Молдовы, расходы на погрузочно-разгрузочные работы и складирование, другие расходы, связанные с розничной торговлей, а также прибыль), устанавливаемую раз в полгода НАРЭ, при этом маржа не может превышать среднюю величину торговых маржей операторов рынка нефтепродуктов;
  • ставки акцизов;
  • НДС.
 
НАРЭ предстоит разработать и утвердить новую Методологию расчета и применения цен на нефтепродукты. Ведомство также обеспечит надзор за соблюдением установленных норм импортерами и продавцами основных видов топлива и сжиженного газа. Стоит отметить, что накануне НАРЭ уже сообщило о начале разработки ее проекта. Рекомендации/предложения заинтересованных сторон по разработке указанного проекта принимаются до 25 мая.
 
Как ожидается, возвращение к практике установления максимальных розничных цен на нефтепродукты позволит избежать картельных соглашений на рынке нефтепродуктов, будет способствовать развитию справедливой конкурентной среды и обеспечит прозрачность установления цен.
