MDelivery: livrarea fizică a rezultatelor serviciilor publice

Autoritățile își propun crearea unui mecanism fiabil, flexibil și eficient pentru livrarea cetățenilor și persoanelor juridice a rezultatelor fizice ale prestării serviciilor publice solicitate, ceea ce va exclude necesitatea deplasării la sediul prestatorilor serviciilor respective, minimalizând la maximum interacțiunea dintre oameni. Cancelaria de Stat în colaborare cu IP „Agenția de Guvernare Electronică” au elaborat proiectul hotărârii de Guvern cu privire la aprobarea Conceptului serviciului guvernamental de livrare (MDelivery).
 
În nota proiectului se constată că în momentul de față în procesul solicitării unor servicii publice solicitanții nu beneficiază de livrarea fizică a actelor necesare (cu excepția livrării de către ASP în unele regiuni ale RM, direct sau prin intermediul ÎS „Poșta Moldovei”, a actelor de identitate, adeverințelor și documentelor de înmatriculare a unităților de transport și celor de calificare a conducătorilor auto).
 
Respectiv, serviciul MDelivery este conceput drept o soluție informatică din categoria Guvern către Cetățean (G2C) și Guvern către Business (G2B) care are drept obiectiv principal asigurarea necesităților informatice și informaționale pentru realizarea procesului de livrare. Proiectul documentului a fost propus pentru examinare în cadrul ședinței secretarilor de stat și conține cadrul normativ-juridic al serviciului, spațiul funcțional al acestuia (contururile „Spațiul expeditorului”, „Spațiul destinatarului”, „Spațiul furnizorului de servicii poștale” și „Administrare și Control”), structura organizațională a serviciului etc.
 
Conceptul descrie scenariile de bază aferente MDelivery, inclusiv acțiunile destinatarului serviciului, modul de interacțiune cu alte sisteme și platforme electronice guvernamentale, precum și de asigurare a securității informaționale.
 
Conform autorilor proiectului, implementarea acestuia va asigura abordarea unificată, sporirea accesibilității, reducerea efortului operațional, a costurilor de livrare, dar și evidența electronică și trasabilitatea livrării rezultatelor prestării serviciilor publice.
