Ministerul Economiei vrea un sistem informațional de supraveghere a pieței, interconectat cu Vama

Ministerul Economiei a pregătit conceptul unui sistem informațional care să țină evidența tuturor produselor nealimentare, pentru a le identifica pe cele cu risc sporit și respectiv, pentru a le retrage de pe piață. Sistemul ar urma să fie conectat cu Registrul controalelor de stat, dar și cu Vama. Conform Notei Informative a conceptului SISP (Sistemul naţional de informare și comunicare pentru supravegherea pieţei), acesta ar uma să furnizeze informații de bază despre produsele introduse pe piața Republicii Moldova și verificarea acestora de către autoritățile de supraveghere a pieței și Serviciul Vamal. Sistemul va include categorii de date, precum furnizorul de date, numărul documentului, data şi timpul înregistrării, agentul economic supus controlului, adresa juridică, datele despre produs. În cazul în care vor fi identificate produse neconforme, sistemul va permite apeluri de urgență la ghișeul unic, mesaje, expediate prin fax, web, sms, etc. Astfel, datele privind notificarea vor include:
  • tipul notificării;
  • data înregistrării notificării;
  • numărul de ordine unic generat de sistem în momentul înregistrării notificării;
  • date privind autoritățile responsabile de supraveghere a pieței – subiecţi ai sistemului:
  1. IDNO-ul al autorității de supraveghere a pieței;
  2. domeniul de competenţă al autorităţilor de supraveghere a pieţei
  3. lista autorităţilor responsabile de supravegherea pieţei pe domenii reglementate.
  • date privind registrul electronic al prescripțiilor;
  • numărul de ordine unic generat de sistem în momentul înregistrării;
  • prescripţiile emise de către autorităţile de supraveghere a pieţei;
  • data înregistrării prescripţiei;
  • date privind agenții economici
  1. numărul de identificare de stat (IDNO);
  2. domiciliul (adresa juridică);
  • date privind apelul de urgență la ghișeul unic SISP:
  1. identificatorul apelului;
  2. tipul adresării;
  3. timpul înregistrării apelului;
  4. gradul de pericol.
  • date privind mesajul expediat la SISP prin intermediul faxului, portalului web, SMS, MMS inclusiv prin poșta electronica comună:
  1. numărul de telefon, adresa poştei electronice, adresa protocolului internet (IP);
  2. timpul înregistrării apelului;
  3. gradul de pericol.
  • date privind alertele organului vamal:
  1. numărul de ordine unic generat de sistem în momentul înregistrării;
  2. autoritatea care alertează organul vamal privind neconformitate unui produs.
  • Clasificatoare.
Ministerul Economiei nu explică însă când ar putea fi gata sistemul și nici cât va costa. Conceptul de structură al SISP este propus dezbaterilor publice.
