Ministerul Finanţelor a alocat pentru finanţarea deficitului bugetar, din contul plasării VMS 1 mlrd. 390,5 mil. lei

În ianuarie-august din 2016, Ministerul Finanţelor a alocat pentru finanţarea deficitului bugetar, din contul plasării VMS pe piaţa primară 1 mlrd. 390,5 mln lei ($70,2 mln). Astfel, ministerul a început răscumpărarea valorilor mobiliare de pe piaţă. La începutul lunii august, volumul plasării acestora era de 1 mlrd 515,5 mil. lei (4,83% din veniturile bugetului ţării). În august, Ministerul Finanţelor a răscumpărat de pe piaţă valori mobiliare în sumă de 125 mil. lei şi până la sfârşitul anului planifică să răscumpere VMS, pentru a elibera resursele băncilor şi stimularea creditării sectorului real al economiei. La licitaţia din 13 septembrie, cererea de valori mobiliare de stat a depăşit oferta de 1,6 ori. Rata medie ponderată pentru Bonuri de trezorerie cu termenul de plasare de 364 zile a fost de 8,87% anual (BT-91 zile — 9,06%; BT-182 zile — 9,25% anual). În ianuarie, volumul finanţării bugetului din contul vânzării VMS pe piaţa primară a fost de 214,3 mil. lei; în februarie - 445,12 mil. lei; în martie – 299,6 mil. lei; în aprilie - 222,5 mil. lei; mai - 13,9 mil. lei; iunie - 109,57 mil. lei; iulie - 210,5 mil. lei. Răscumpărarea a fost favorizată de primirea în august a 60 mil. de euro (1,3 mlrd. lei) din creditul de 150 mil. euro, oferit Moldovei de guvernul României. Confom legii bugetului, la sfârşitul anului, indicele finanţării deficitului din contul plasării VMS trebuie să fie de 200 mil. lei.
