Ministerul Finanţelor combate birocraţia excesivă

Având în vedere birocrația excesivă pe care asociațiile de business le invocă în relația lor cu autoritățile fiscale, Ministerul Finanțelor a inițiat un șir de modificări care au drept scop simplificarea proceselor și reducerea poverii administrative asupra mediului de afaceri. Astfel, au fost elaborate două proiecte prin care sunt propuse modificări la hotărârile de Guvern ce țin de evidența contabilă la instituțiile publice și întreprinderile private. Este vorba despre revizuirea conceptuală a prevederilor Hotărârii Guvernului nr. 294 din 17.03.1998 privind formularele tipizate de documente cu regim special și a celor care se conțin în Hotărârea Guvernului nr. 10 din 05.01.2012 privind documentele primare aferente cheltuielilor compensate salariaților delegați pentru deplasare în interes de serviciu. Proiectul propune o optimizare a documentelor primare cu caracter special, fiind excluse cele care se dublează. ”Am constatat că entitățile se confruntă cu un volum mare de lucru în procesul de documentare a tranzacțiilor economice. De aceea, revizuirea și actualizarea documentelor menționate derivă, inclusiv, din necesitatea de a simlifica partea birocratică a procesului de lucru. A fost formulată o modalitate rezonabilă de aplicare și utilizare a acestor documente”, a menționat ministrul Finanțelor, Octavian Armașu în cadrul unei dezbateri publice pe marginea proiectelor. Ministrul a punctat că schimbările vor îmbunătăți simțitor mecanismul de reglementare și utilizare a documentelor cu regim special de către mediul de afaceri și va reduce barierele administrative pentru activitatea companiilor. Proiectele propuse recent reprezintă un prim pas dintr-un șir de acțiuni pe care Ministerul Finanțelor și le propune în vederea debirocratizării și simplificării proceselor din activitatea mediului de afaceri. Pentru a răspunde și mai mult la necesitățile sectorului real al economiei, ministerul încurajează asociațiile de business să vină cu propuneri de îmbunătățire a proiectelor inițiate.
