Ministerul Finanțelor va emite și transmite BNM obligațiuni de stat în sumă de 13,58 mld. lei

Aceasta se va efectua cu scopul executării angajamentelor de plată ce rezultă din garanţiile pentru creditele de urgență oferite Băncii de Economii, Băncii Sociale și Unibank. Emiterea obligațiunilor este prevăzută de proiectul de lege privind emiterea obligaţiunilor de stat pentru executarea de către Ministerul Finanţelor a angajamentelor de plată ce rezultă din garanţiile din 17 noiembrie 2014 şi 1 aprilie 2015, aprobat de guvern prin asumarea răspunderii în fața parlamentului. Ministrul Finanțelor, Octavian Armașu, a spus că, potrivit documentului, pentru îndeplinirea obligaţiilor privind garanţiile de stat pentru acordarea creditelor urgente celor trei bănci, Ministerul Finanțelor va emite și transmite BNM obligațiuni de stat în sumă de 13 mld. 583,7 mil. lei, pe un termen de până la 25 de ani, cu dobânda de 5% anual. În 2016, bugetul nu va suporta cheltuieli pentru deservirea acestor obligaţiuni, pentru că dobânda pentru ele va fi plătită din 2017. Pe durata termenului de valabilitate al acestor obligaţiuni, soldul profitului BNM supus distribuirii, transferat la bugetul de stat, va fi alocat de Ministerul Finanţelor pentru răscumpărare înainte de termen a obligaţiunilor de stat deţinute de BNM. Preşedintele Parlamentului, Andrian Candu, a menţionat anterior că Moldova trebuie până la şedinţa consiliului directorilor FMI, planificată pentru octombrie, să decidă problema acoperirii datoriei pentru creditele urgente acordate băncilor cu probleme în sumă de 13,58 mld. lei.
